For a Rousseau, South Dakota, gathering, decide who will handle weather updates before planning the outdoor fun. Then keep the character moment simple: a friendly greeting, time for a birthday-child photo and an optional activity guests may watch before joining. Prepare a clear route indoors if conditions change. These are statewide planning checks, not verified Rousseau venues or local policies. Ask us about a requested theme and confirm the program, costs and availability with our team.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
