Groups under 25 can use an unreserved gazebo or picnic area first come, first served, but only if no vendor services are involved. A costumed visit is a vendor service, so reserve the space even for a small group.
Heritage Park, a 10.17 acre public neighborhood park, includes a lakeside gazebo along with picnic tables, shelters and play equipment.
Options to discuss with your character might include a seated story time, a costumed photo session by the play area, a themed game on the open field, or a short dance moment near the shelter. Confirm with the entertainer what they will offer for your chosen visit length.
Contact the City of Chula Vista parks and recreation office and ask whether the reservation you need covers an outside entertainer and any permit or insurance the city requires.
Chula Vista has several kinds of outdoor spaces that can work for a character birthday visit, but the right choice depends on guest count and whether you want vendor services at the site. City park rules and the features of individual parks are different questions, so it helps to sort them out before picking a location.
City of Chula Vista parks let unreserved gazebos and picnic areas be used first come, first served by groups under 25 people with no vendor services. Gatherings of 25 or more need a park reservation, and so does any group of any size that uses a vendor service. Since a costumed visit is a vendor service you are bringing in, plan on a reservation even for a small party. Ask the city which reservation applies to your date and whether outside entertainers need separate approval.

Consider asking whether your party size and chosen visit length fit the reservation type, whether the shelter or gazebo you want is open that day, where a character can set up with the most room for guests, and what power or audio access exists at that location. You might also ask how close the parking is to the picnic area so guests can unload gifts and strollers easily.
