A shelter gives your group a reserved, covered gathering place, which many families find helpful for a birthday visit. Confirm with the park what the reservation includes and whether outside entertainers are allowed.

Raleigh sits in Wake County, and several of the county's parks rent picnic shelters, which can serve as the gathering space for a costumed character birthday visit. Park rules belong to Wake County, not the City of Raleigh, so confirm details with the specific park before you commit.
Beech Bluff County Park, a Wake County park, offers group birthday packages that include a 45-minute program for up to 20 participants in a reserved sage or muscadine shelter. The county lists two shelters for group rental, each holding up to 50 visitors, with only one shelter reservable per group per day. Ask whether the 45-minute package fits your planned visit length, and whether your character entertainer can run activities within that time.

Ask the park whether outside entertainers may perform at your shelter, since that is not covered in the reviewed information. Confirm the shelter's capacity against your guest list, whether the grill and tables suit your plans, and whether the reserved time includes setup and cleanup. Ask your chosen character entertainer what activities they can offer for the time you book.
