A character visit in Ext Oneill can work well with a clear host and a small number of easy choices. Ask the birthday child whether they want a greeting first or prefer to watch while guests say hello. Keep a trusted adult close, and let photos happen at the child's pace. Give the organizer the schedule and identify who will guide the guest group. City locations and rules are unverified; check all venue arrangements directly before the party.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
