Yes. Offer a wave or watch-from-nearby option first, and let the birthday child choose when to approach.
Set one photo location in advance and invite small groups in turn. Keep the child's first photo optional and avoid asking them to pose before they are ready.
Share the costume theme you have in mind and ask our team what program options may fit. Confirm details, costs, and availability before making plans.
A Frankford, Delaware party can keep the character visit relaxed with a clear sequence: a friendly greeting, a child-led photo, then a short activity for guests who want to join. Let the birthday child watch first if that feels more comfortable. Beforehand, assign an adult to guide arrivals and keep the photo area uncluttered. Ask us about the requested costume theme and confirm visit details, costs, and availability with our team. The local checks here are statewide guidance, not verified city venues or policies.
Useful rules and places to check, each with its official source.
Delaware DNREC identifies the Division of Parks and Recreation as the operator of state park properties and provides further park information. Use the exact property's operator to check group-space reservations, capacity and access, and describe any hired entertainer before booking. The division overview is not a venue recommendation or event approval and does not establish city park rules.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
