No. The park is in unincorporated Clark County, even though it uses a Las Vegas mailing address, so it is governed by Clark County rather than the City of Henderson.
The county information says amplified music is allowed only in area H. Check this with the county for your specific date before planning a sound system.
The reservable areas described for Lone Mountain have no electricity, so plan any battery-powered sound or lighting accordingly.
Our character visits start at one hour, and longer visits are booked in 30-minute increments such as 1.5, 2 or 2.5 hours. Tell us your timing and we will suggest the best fit.
Henderson is a city in Clark County, and the local park facts below apply to a Clark County park rather than to Henderson city property. A character visit works best when you know the space you have, the size of the group, and whether amplified music is part of the plan.
Lone Mountain Regional Park is in unincorporated Clark County and carries a Las Vegas address, so it is not a Henderson city park. Its reservable areas C through G each hold up to 50 people and include one charcoal barbecue, two tables and bench seating around a covered pavilion, with no electricity. Area H is larger, with a 75-person limit, four large charcoal barbecues, eight tables and four trash cans, and it is also covered without electricity. Confirm which area is open on your date with the county before you commit to a layout.

If your character visit uses a speaker or amplified music, the Lone Mountain information says amplified music is permitted only in area H. Ask the county to confirm this for your reservation and whether any hours or volume limits apply. For smaller parties in areas C through G, plan the visit as a close, conversational show that does not rely on a sound system.

Ask whether your chosen venue allows outside entertainers at all, since that is a separate question from picnic reservations. Ask about access to electricity for any props, whether tables can be moved, and where the character can change out of costume. Share the head count and the age range of the guests so the entertainer can suggest a matching visit length and activity mix.
