For a Houston, Delaware party, make the character's arrival easy to recognize and the first interaction optional. The birthday child might wave from a parent's side, watch a short greeting or choose a photo later. Give guests a simple cue about where to gather, so the character does not arrive to a crowd pressing in. Ask us about a manageable visit plan, then confirm program details, costs and availability with our team.
Useful rules and places to check, each with its official source.
Delaware DNREC identifies the Division of Parks and Recreation as the operator of state park properties and provides further park information. Use the exact property's operator to check group-space reservations, capacity and access, and describe any hired entertainer before booking. The division overview is not a venue recommendation or event approval and does not establish city park rules.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
