Not on the evidence here. Ask the relevant operator separately about daytime gatherings and hired entertainment.

Yes. Offer choices such as watching, waving, or joining a photo, without making participation a requirement.
For a Saticoy party, make the special moment easy to enter and easy to pass on. The birthday child might greet the character with a wave, choose a photo with a familiar adult, or watch while other guests participate. Before settling on a location, check what rules apply to the specific place; statewide information about overnight accommodations does not confirm daytime party permission. An organizer can share the child's comfort level and the visit schedule with the theme provider, then confirm the offered program, cost, and availability.
Useful rules and places to check, each with its official source.
California State Parks' reservation policies on this page cover overnight accommodations, including camping and lodging. If your plan includes an overnight stay, check the accommodation-specific booking and cancellation conditions. A camping reservation does not establish permission for a daytime birthday gathering or hired entertainer; confirm those separately with the relevant operator.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
