Offer a wave or hello from a little distance first. Let each child choose whether to approach, join a group activity or simply watch.
Choose a simple photo spot and tell guests when pictures will happen. Keep a parent nearby to help children take turns at their own pace.

In Seabrook, Maryland, plan a character visit around a calm arrival and a clear place for everyone to gather. Ask your chosen venue about room capacity, setup time and permission for hired entertainment; city facilities and their rules are not verified here. Tell our team the child's preferred character theme, guest ages and any parts of a greeting they may want to watch before joining. A brief hello, a wave or a photo beside the character can each make a comfortable start. Confirm the program, cost and availability with the theme provider.
Useful rules and places to check, each with its official source.
As a city-scoped example within Maryland, Baltimore city recreation centers provide room rental information. Baltimore directs families to their recreation center for room rental information. Check the actual room capacity, permitted entertainment and setup time rather than assuming any recreation center can host the same program. This example applies only to Baltimore's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
