In Alton, Kansas, make the outdoor plan easy to change: choose an adult to follow the weather and tell guests where to gather if plans move indoors. A character can begin with a wave, then offer a short activity that children may join or simply watch. Keep the photo plan flexible. These statewide planning checks are parent suggestions, not verified Alton venues or local policies. Confirm theme-provider program details, cost and availability before setting expectations.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
