Have a familiar adult introduce the character and offer the child a choice to wave, watch or approach. No one needs to be rushed into a photo.
Invite a few children at a time for a simple wave or photo. Keep a clear path and let the birthday child take breaks.
Check venue permission and access with its operator. Ask our team to confirm costume-theme program details, costs and availability; a request is not a reservation.
In Annawan, Illinois, a relaxed character visit can start with the birthday child choosing a greeting: a wave, a high-five if comfortable, or simply watching nearby. Keep the activity short and let guests join at their own pace. These are statewide planning checks, not verified Annawan venues or local policies. Illinois' state picnic directory can help identify a state-managed property, but it does not confirm a booking or local park rules. Ask the operator about access and entertainment permission before you settle the plan.
Useful rules and places to check, each with its official source.
Illinois DNR provides a directory of state park picnic locations. Use it to identify the exact state-managed property, then check its shelter booking process, facilities and access with the operator. A picnic listing is not a reservation or approval for hired entertainment, and it does not establish rules for municipal parks.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
