Offer a choice to greet, wave or observe from beside a trusted adult. A photo or group activity should remain optional.
Choose one adult to monitor conditions and guide the group to the indoor backup. Check the route with the venue before guests arrive.
It is not a reservation or payment. Ask our team to confirm the requested theme, program details, cost and availability.
In Astoria, South Dakota, decide who will keep an eye on weather plans before an outdoor celebration begins. That small organizer role can leave the rest of the group free to enjoy a gentle character visit. Let the birthday child choose a wave, greeting or photo, then invite willing guests to join a short group moment. Keep the route to the indoor backup clear and tell the character where to meet the organizer. Ask us to confirm the theme, program, cost and availability; a request is not a booking.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
