For a Byers, Kansas birthday, decide who will guide the visit before the character arrives. One adult can welcome the guest and help the birthday child choose a comfortable first moment, while another keeps the rest of the party moving. Give children an easy choice to join a greeting or watch from nearby, then gather willing guests for a quick photo. Statewide planning checks are useful for outdoor plans, but local venues and policies are not verified here. Confirm the location and backup arrangements directly.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
