For a Fort Lowell, Arizona gathering, keep the character visit focused on one comfortable moment at a time. The birthday child might wave first, take a family photo later or watch while other guests say hello. Give the organizer a clear arrival point and keep any group activity optional. The supplied Arizona information describes one state-managed facility example, not a Fort Lowell recommendation or local rule. Picacho Peak State Park lists a reservable conference room in its visitor center. Check the actual room, permitted hours and booking conditions before planning a gathering layout. Ask the operator about eligibility for your activity and hired entertainment; this is one state-managed facility example, not a birthday venue recommendation or a rule for city parks.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
