No. Venue booking and character arrangements are separate. Confirm permission, program details, cost and availability before relying on either.
For Lake Grove, Oregon, build the visit around one easy-to-understand birthday moment: a wave, a brief greeting and an optional photo with the guest of honor. Children can join a group activity or watch from the side, without pressure to perform. The organizer can keep things smooth by choosing a meeting point and sharing the visit plan ahead of time. Ask us to confirm program ideas, costs and availability. These are statewide planning checks, not verified Lake Grove venues or policies.
Useful rules and places to check, each with its official source.
Oregon State Parks accepts reservations at parks with reservable group day-use facilities as well as many campgrounds. Check the specific facility and booking conditions rather than treating all parks or campsite reservations as group-event bookings. Ask the operator about hired entertainment and any additional permission before setting the party plan.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
