In Owyhee Corners, make the character visit one calm part of the celebration rather than the whole agenda. Ask the character to begin with a wave from a little distance, then let each child choose whether to say hello, join a simple group activity or watch beside a trusted adult. Set aside a photo moment for the guest of honor, with a family picture afterward if they want one. Before planning around an outdoor gathering, check the exact facility and its rules; local venue options have not been verified.
Useful rules and places to check, each with its official source.
Oregon State Parks accepts reservations at parks with reservable group day-use facilities as well as many campgrounds. Check the specific facility and booking conditions rather than treating all parks or campsite reservations as group-event bookings. Ask the operator about hired entertainment and any additional permission before setting the party plan.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
