Yes. Suggest watching beside a parent or waving from a comfortable distance.
Plan a turn-taking birthday wish and keep the photo moment optional and brief.
No such approval is established by the cited guidance. Ask the operator about gathering space and hired entertainment separately.
In Pine Mountain, Kentucky, keep an overnight stay and a birthday gathering as separate planning questions. For the character visit itself, begin with a calm introduction and let the child choose a wave, a brief hello, or more time beside a parent. A short turn-taking activity gives guests a way to join without crowding the birthday child. Confirm gathering space and permission with the actual operator. Local facilities and policies are unverified; the advice below uses statewide guidance and general parent planning suggestions.

Kentucky State Parks' FAQ describes reservations for lodge rooms, cottages and campsites. If the plan includes an overnight stay, check the current booking and cancellation conditions for that accommodation. Contact the actual park about separate gathering space and hired entertainment; an overnight reservation does not establish birthday eligibility or event permission.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
