Tell the child what to expect and let them watch from a familiar adult's side before deciding whether to say hello.
Start with a family photo from a comfortable distance, or skip photos until the child asks to join.
Set aside a visible, uncluttered greeting area and explain that children may watch, wave, or join in. Confirm venue rules and program details ahead of time.
For a Pottstown, Illinois gathering, give the birthday child a little time to observe the character before inviting them into the moment. A greeting can begin with a wave; a family photo can happen later if the child wants one. Keep any group activity easy to join midway, so watching counts as participation too. Confirm the theme-provider's program details, cost, and availability with the team. The cited state and national guidance does not verify city venues or local policies.
Useful rules and places to check, each with its official source.
Illinois DNR provides a directory of state park picnic locations. Use it to identify the exact state-managed property, then check its shelter booking process, facilities and access with the operator. A picnic listing is not a reservation or approval for hired entertainment, and it does not establish rules for municipal parks.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
