For a party in Rozel, decide who will keep an eye on changing weather and who will help children gather for the character's arrival. The birthday child can start with a wave or a quiet hello beside a familiar adult. If children want to participate, invite them to take turns with a greeting or photo rather than pressing everyone into the moment. These are statewide planning checks and parent suggestions, not verified Rozel venues or local policies.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
