Possibly, but check the specific park's rules on outside entertainers and any event permits before you finalize the date. Ask the park directly rather than assuming the space is open for this use.

Start with the age and interests of the guest of honor, then match a character to that group. Once you have a choice, discuss what activities would suit the outdoor setting.
Santa Rosa has several public parks, and a character visit works best when the theme, the setting and the timing fit together. This page covers how to think about a character choice and how to adapt the party if the venue is an outdoor park with water, shade or picnic areas.
Spring Lake Regional Park in Santa Rosa has a lagoon area with a sandy beach, lawns shaded by redwoods and several picnic sites. If your party is at one of these outdoor spots, ask the park whether a costumed character may be part of the gathering and where the performance space would be. Shaded lawns can suit a relaxed, story-driven visit, while open sand and water areas call for a plan that keeps guests clear of the shoreline.

The Spring Lake water park sets its own entry rules: children must be 6 or older, at least 42 inches tall and know how to swim. If you are planning a party around water play, check these requirements before inviting younger guests, so that the character visit and the water activities do not clash for the children who cannot take part.

Before settling on a character, consider how long the guests will stay, whether the area offers a sheltered space for the entertainment and whether the park permits outside entertainers. You might discuss a sing-along, a simple game or a photo moment with your entertainer, as possibilities to confirm rather than included parts of any booking.
