In Charleston, any organized event at a city park or facility requires a permit, subject to approval. Ask the city whether a party with an entertainer counts as organized and how far ahead to apply.
The West Columbia Community Center is available only to in-city residents, so check your residency before planning around it.
Ask whether outside entertainers are allowed, what the rental covers, how many guests the space allows, and what you must supply yourself.
A character visit can include greetings, a themed story, a dance or game, and photos. These are options to discuss with your chosen character, not a fixed package.
South Carolina has parks and community spaces that can host a kids' birthday, and the rules differ quite a bit from one city to the next. Before you choose a character, it helps to know whether the place you have in mind is a city park, a city-run community center, or somewhere else, because each may handle organized events and outside entertainment differently.
In the City of Charleston, a permit is required for any organized event at a city park, facility, or field, and permits are subject to approval. If you are considering a Charleston park for a party with a character, ask the city early whether your gathering counts as an organized event and what the approval timeline looks like. Also ask whether a visiting entertainer needs to be named on the permit.

Events held at Waterfront Park or White Point Garden in Charleston are limited to 25 people in total, including the birthday child and the adults. A character visit can be lovely in a smaller group, but a larger family gathering would need a different location. Confirm the headcount rule with the city before you send invitations.

Columbia Parks and Recreation rents indoor and outdoor spaces at Earlewood Park, with amenities such as kitchens and covered shelters. Those features suit a party with food and a character, but confirm with the city whether outside entertainers are allowed and what the rental includes.

The West Columbia Community Center at 754 B Avenue is a meeting facility open only to in-city residents, and it can host birthday parties. Its full kitchen is available, but the renter must bring all kitchen supplies and utensils.
