Contact the City's Parks & Recreation department and ask whether the space you want allows outside entertainers and what the reservation steps are. Rules can differ by location, so confirm the details for the exact site.
No. A pool is one option. A park, community room, or home may suit your guest list better. Compare those choices, then read the City's pool rentals and parties page if a pool interests you.
Ask whether costumed characters are allowed, whether props or sound equipment need approval, and whether there are limits on activities or photography. Request the answers in writing if the venue can provide them.
Start with your child's favorite characters and the ages of the guests. Then discuss with your entertainer which parts of the visit can be adapted, such as a greeting, a group activity, or a photo time, so it fits your guest count and the room.
A costumed character party goes smoothly when the venue is settled early. In Surprise, the City's Parks & Recreation pages and its pool rentals and parties page are useful starting points, but the rules for any specific space still need to be confirmed with that venue.
The City of Surprise Parks & Recreation site organizes its offerings into categories including adaptive recreation, special interest classes, teen programs, registrations, and events. Browsing these can help you see which kinds of city-run spaces might suit a party and point you to the right office for reservations.

If a pool appeals to you, the City has a separate page for pool rentals and parties. Read it directly, then ask the venue whether a costumed character can take part and how staff expect the space to be used. Shade, seating, and timing are practical points to raise alongside your character plans.

Before choosing a theme, ask whether outside entertainers are permitted at the space you have in mind, how far ahead you should reserve, and whether costumes, props, or sound equipment have rules. You can also talk through possible activities such as photos with the character, a short story, or a simple group dance. These are options to discuss, not services included in any booking.
