Yes. Suggest waving or watching beside a trusted adult, and let the child decide whether to approach.

In Tichnor, keep the visit easy to follow: welcome the character, give the birthday child a choice of greeting, then open the moment to guests. A child can wave, pose with a parent, or stay nearby and watch. Let guests know that participation is optional, so no one feels put on the spot. Before the party, choose who will gather the children and where photos will happen. Ask us to confirm the requested theme, program, cost, and date availability.
Useful rules and places to check, each with its official source.
Arkansas's Department of Parks, Heritage and Tourism identifies its State Parks division and links to park and group-facility information. Start with the exact state-managed property, then ask its operator about group day-use reservations, practical facilities and permission for hired entertainment. The agency overview does not establish birthday eligibility, a reservation or entertainer availability.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
