In Wellfleet, Nebraska, a relaxed character visit can begin with a friendly hello that gives the birthday child time to decide what feels comfortable. Keep the first photo optional, then invite children to choose between listening to a short story and joining a simple game. Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
