If the party is on city property, check the City of Cleveland Division of Special Events permit application, which covers birthday parties. Confirm with the venue whether the permit also applies to the entertainer.
The city offers an online catalog for shelter and park space reservations. Select shelter and park rentals from the top menu to see what is available.
Ask whether outside entertainers are permitted, what the rules are for costumes, sound, and props, and when you can arrive to set up.
Many parents find it easier to choose the shelter or room first, since the space affects how the performer moves and where guests can gather.
Planning a character party in Cleveland usually starts with the venue. Public spaces in the city can be reserved for birthday celebrations, but the rules depend on which property you use and who controls it. Knowing that early makes the rest of the planning simpler.
The City of Cleveland's Division of Special Events accepts use permit applications for city property for special events, and the list of covered occasions includes birthday parties. A permit is the step to check if your party is on city land, since the event office handles that request. Ask the venue whether a permit is needed for a costumed entertainer and whether the entertainer's arrival, setup, and performance space must be included in the application.

The city's online catalog lets you reserve shelters and park spaces through the shelter and park rentals menu. Choosing a shelter before you choose a character can help, because the shelter's location, size, and access will shape where the performer can stand, how the children can gather, and how much room is left for games. Once you have a space, you can compare characters that suit the setting and the crowd.

Ask the venue whether outside entertainers are allowed on the grounds and whether there are any rules on costumes, sound, or props. Find out what time you can arrive to set up and how long the space is reserved. If your party is indoors at a different location, confirm that the building's own policies cover entertainers too. Write down the answers so you can share them with the performer.
