For a party in Gem, Indiana, make the character's arrival a gentle option, not a surprise the child must manage. The birthday child can wave from a familiar adult's side or join a short greeting when ready. Keep guest participation simple, with turns for a shared activity and a photo moment. Before choosing a setting, confirm its operator and rules; the available guidance here is statewide, not a verified list of Gem venues. Share your timing and group details when you ask us about a theme.
Useful rules and places to check, each with its official source.
As a city-scoped example within Indiana, Indy Parks provides permit guidance for private vendor sales. Indy Parks requires permits for private vendor sales. Tell the park what paid services, rentals or entertainment you propose, and check the applicable approval rather than treating all party activities as ordinary park use. This example applies only to Indianapolis's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
