The park or venue manager makes that decision. Ask the specific park before you book, and confirm any rules about access and timing.
That depends on your guest count, the kind of setting you want, and what the park allows. Compare the options above and call the park to ask about the area you are considering.
You can discuss ideas like a storybook theme inspired by the park's setting. Whether any particular activity is possible at a given park should be confirmed with that park.
For fields, ask the reservation contact how booking works. For other areas, ask the park how to request a space for a gathering.
Rochester gives a party planner several different kinds of outdoor space to consider, from waterside parks to open fields. Before you pick a character, it helps to know which park you are thinking about and who manages it, since rules for outside entertainers are set by the venue, not by us.
Genesee Valley Park, run by Monroe County Parks, is a designed landscape shaped by three intersecting waterways, so its setting is quite scenic. A character with a storybook or adventure theme could fit a park setting like this, but you would want to confirm with the park which areas are available for a gathering.

Durand Eastman Park sits on the shore of Lake Ontario in the northernmost part of the city and covers 977 acres. Its size means there is room to plan a larger group, though you should ask about the specific area you have in mind. Its history, formally dedicated on May 22, 1909, is also a nice backdrop for a themed visit.

Monroe County lists designated softball fields for rent at Ellison, Genesee Valley, and Highland parks. If your party is more of an open-air gathering, you might ask whether a field can be reserved for the afternoon and whether a character visit can take place there. Clarify with the reservation contact what the field rules allow before you commit.
