Have the character begin with a wave and let the birthday child decide whether to approach, pose or watch.
Offer an easy group wave or photo, with watching as an equally welcome choice.
Ask the property operator about day-use booking, practical facilities and hired entertainment. Confirm program details, costs and availability with us.
For The Highlands, keep the character visit centered on one small, welcoming moment: a greeting for the birthday child, followed by an optional photo or group wave. Guests can join when ready, while an adult helps the child take a break if needed. Statewide agency information can point you toward the right state-managed property, but it does not verify a city venue or birthday permission. Check the exact operator's rules and ask us about program details, costs and availability.
Useful rules and places to check, each with its official source.
Arkansas's Department of Parks, Heritage and Tourism identifies its State Parks division and links to park and group-facility information. Start with the exact state-managed property, then ask its operator about group day-use reservations, practical facilities and permission for hired entertainment. The agency overview does not establish birthday eligibility, a reservation or entertainer availability.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
