No. National Weather Service guidance favors substantial buildings with wiring and plumbing. Confirm a suitable indoor option in advance.
For a Byrd gathering planned outdoors, make the weather plan before choosing the party's main activity. A character visit can begin with a quiet hello, then offer the birthday child a choice: wave from beside a parent or join a short photo. Invite guests to participate at their own comfort level. Ask us about a simple visit plan, and confirm program ideas, costs and availability with our team. The state guidance here is statewide planning advice, not confirmation of Byrd venues or local policies.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
