For a Dover, Minnesota party, leave room for the birthday child to warm up at their own pace. A gentle greeting can start with a wave, followed by a short shared activity only if the child wants to take part. Give guests a clear photo-taking turn and brief instructions from the organizer. Before settling an outdoor plan, consider the statewide weather checks below; they do not verify city facilities, venue access or local rules.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
