In Fair Oaks, Indiana, plan the character visit around a small, memorable greeting rather than a packed schedule. The birthday child might choose a wave, a brief chat or a photo with a familiar adult nearby; other guests can join a simple group activity or watch from the side. Before the day, decide who will welcome the character and where guests should gather. For any outdoor setting, make a weather backup part of the plan. Venue rules and the character program, cost and availability must be confirmed.
Useful rules and places to check, each with its official source.
As a city-scoped example within Indiana, Indy Parks provides permit guidance for private vendor sales. Indy Parks requires permits for private vendor sales. Tell the park what paid services, rentals or entertainment you propose, and check the applicable approval rather than treating all party activities as ordinary park use. This example applies only to Indianapolis's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
