Start with a wave and allow the child to stay with a parent. Offer a photo only if the child wants one.
Assign one adult to check conditions and make the move decision. Share the backup route with other adults before guests arrive.
It is not a reservation or payment. Ask our team to confirm the requested theme, program details, cost and availability.
For a Houghs Neck gathering, keep the character's arrival calm and make the next step clear to children and adults. The birthday child can choose a wave, a short hello or a photo with a trusted adult. Guests may join a group picture or watch from nearby. If the party is outdoors, decide who will monitor the forecast and guide everyone if plans change. These are statewide planning checks, not verified local venues or policies.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
