No. Ask the venue about access and rules, and confirm the character program separately with our team.
In Jackson Belden, make the visit feel predictable for children by having an adult explain what will happen before the character arrives. A simple hello can lead into optional photos and one easy group activity; children can participate, watch or take a break. Give the organizer a clear role in keeping the group together and responding to weather. National Weather Service advice supports a practical outdoor plan, but it does not establish local venue rules. Ask us about the requested theme and program, then confirm timing, cost and availability with our team.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
