Make the character visit in Kimball, Ohio, easy to follow by giving it a simple rhythm: a gentle hello, a few photos, then an activity children may join or watch. Let the birthday child decide how close to stand and whether to greet the character right away. Keep a caregiver nearby and avoid crowding the photo spot. Before the party, tell the character team the start time, the child's interests, and any preferred boundaries. Outdoor hosts can use statewide weather guidance as a planning check, not a local policy claim.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
