For Newport, Michigan, give the organizer one practical job that protects the party's easy pace: watch the weather and know where everyone would go indoors. With that settled, the character visit can focus on a relaxed hello, a brief shared activity and optional photos. Let the birthday child choose how close to stand, while guests take turns rather than gathering around. The supplied guidance is statewide planning advice, not verified Newport facility rules or venue availability.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
