In Otoe, plan the character's arrival around the child's comfort instead of asking everyone to perform on cue. The birthday child might offer a wave, share a greeting with a parent nearby, or simply watch at first. Once settled, guests can choose a photo, a short story, or a simple group activity. Before the party, name one adult to monitor weather and guide any move indoors. The guidance below is statewide planning advice, not verified Otoe venues or local policies.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
