Not necessarily. Check the exact property's rules and permission for your planned gathering.
In Payson, Utah, make the birthday child's comfort the guide for the visit. A parent can introduce the character from a little distance, then the child may choose a wave, greeting or picture. Give guests a simple way to participate without requiring everyone to approach. Ask us about the requested theme, possible program ideas, timing and availability, then confirm the details. Share the child's preferences and the party's schedule with the organizer in advance. For an outdoor gathering, make a real indoor backup part of the plan rather than relying on an open shelter.
Useful rules and places to check, each with its official source.
Utah State Parks publishes a specific reservation season and advance-booking process for group sites at Fred Hayes State Park at Starvation. Check the exact group site and current conditions before fixing your date. This is one state-managed property example: group-site availability does not establish eligibility for a birthday gathering or permission for hired entertainment.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
