Let the child choose the pace of the greeting. A wave or a short photo moment can be enough before turning attention to the group.
Tell them participation is optional and identify an adult who can help children take turns. Keep a familiar caregiver close for anyone who wants reassurance.

A Rupert party can give the birthday child a memorable-in-the-moment greeting without filling the schedule with too many activities. Invite the character to say hello, allow time for a wave or photo, then offer a brief group activity for guests who want to join. Tell the organizer where the character should arrive and which adult will help children feel at ease. West Virginia state resources point to properties and lodging, not verified city party venues. Confirm program details, cost and availability with our team.
Useful rules and places to check, each with its official source.
West Virginia DNR describes lodging options within its state parks and forests and links to the official park directory. Identify the exact state-managed property, then ask whether there is a reservable gathering space suitable for your proposed activity. Confirm access and hired entertainment rules; a lodging listing does not establish group-event eligibility or approval.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
