A weather-ready plan can keep a Russia, Ohio, character party relaxed. Choose one adult to watch conditions and make the call about moving indoors, so the host can focus on welcoming the child and guests. Begin with an easy greeting: the child may wave, chat, or stay close to a parent. Leave time for photos, then offer guests a simple group activity without requiring anyone to join. Confirm the requested theme, program, cost, and availability with us; a date or ZIP code request does not reserve a visit.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
