Yes. Begin with a wave or watching from nearby, and let the child choose whether to move closer.

In Trail Creek, a thoughtful character visit can leave the birthday child in charge of the first hello. Offer a wave, a little space or a closer greeting, then make room for a family photo and a group activity that guests can choose to join. Share the party setting and the child's preferred pace with our team when you ask about a visit. Keep venue approval separate from the character request, and confirm program details, cost and availability before finalizing plans.
Useful rules and places to check, each with its official source.
As a city-scoped example within Indiana, Indy Parks provides permit guidance for private vendor sales. Indy Parks requires permits for private vendor sales. Tell the park what paid services, rentals or entertainment you propose, and check the applicable approval rather than treating all party activities as ordinary park use. This example applies only to Indianapolis's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
