Offer a wave from beside a trusted adult or let the child watch first. A photo can wait until the child is ready.

For a Wanda Lake celebration, make the child's first interaction the focus: a wave, a short greeting, or a photo together can be enough. Keep the photo spot uncluttered and let guests take turns so the birthday child is not rushed. Ask us about the requested costume theme and possible visit activities; program details, costs, and availability require confirmation. If you are considering a park, verify the exact operator and its rules before planning around a reservation or paid entertainment. State guidance here is for planning, not a claim about local facilities.
Useful rules and places to check, each with its official source.
As a city-scoped example within Indiana, Indy Parks provides permit guidance for private vendor sales. Indy Parks requires permits for private vendor sales. Tell the park what paid services, rentals or entertainment you propose, and check the applicable approval rather than treating all party activities as ordinary park use. This example applies only to Indianapolis's listed municipal facilities; other cities and state-managed parks have separate operators and rules. Confirm the exact venue's reservation process and permission for hired entertainment.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
