For a celebration around East TN State Univ, begin by identifying the exact gathering property and who operates it. If you are considering state-managed land, ask the operator about space, access, and whether hired entertainment is permitted before choosing a party plan. Useful rules and places to check, each with its official source.
Tennessee's Department of Environment and Conservation identifies its role in managing state parks and natural areas. Find the exact state-managed property and ask its operator about reservable gathering space, facilities and access conditions. Describe hired entertainment before booking; the agency overview does not establish birthday eligibility, event permission or availability.

National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup.
