A calm start can help a Harrisville, Rhode Island, birthday gathering feel welcoming for children with different comfort levels. Set aside a clear spot for the character to greet the birthday child, then offer a group photo and an optional activity such as a wave-along or simple game. Give guests permission to watch before joining. Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
