For a Lowell, Ohio party, give the character visit a calm starting point and a clear next step. Children can meet the character one at a time or stay with their group, while the organizer keeps photos and participation optional. These are statewide planning checks and parent suggestions, not verified Lowell venues or policies. If the gathering is outdoors, make the weather plan before guests arrive, including who decides when to move and where everyone will go. Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue. This does not establish local permits, shelter reservations or entertainer availability.
