No. A request is not a reservation or payment. Ask us about the requested theme, then confirm program details, costs and availability with the theme provider.
A North Baltimore character party can feel easier when one adult handles the weather plan and another welcomes the children. Start with a quiet greeting, then offer a choice: watch, wave or join a brief activity. Keep the photo moment optional and let families know where to gather. Ask us about the requested costume theme and possible program ideas; program details, costs and availability need confirmation from the theme provider. City facilities and local rules are not verified here, so check the venue directly before making plans.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
