For a Parma Heights, Ohio celebration, make the character's arrival a gentle transition rather than a surprise guests must react to. Let children know a visitor is coming, then offer a greeting, a wave or a chance to watch. Photos can follow once the birthday child feels ready. These are statewide planning checks and parent suggestions, not verified Parma Heights venues or policies. Ask the venue about its own arrangements, and ask us to confirm the requested program, cost and availability before sharing plans with guests.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.

National Weather Service guidance calls for a designated weather monitor; confirm a practical route to the backup space with the venue.
