Let the child choose between a wave, a hello or watching beside a familiar adult.
Offer a quick group wave, then invite willing guests into a photo.

In Ruth, a gentle character visit can fit neatly between the party welcome and the next activity. Give the birthday child a choice of greeting from close to a parent or watching from the side. Guests can join a quick wave, with a short photo opportunity for anyone who wants one. If the celebration is connected to an overnight stay, treat lodging arrangements and party approval as separate questions. The available state guidance does not verify local venues.
Useful rules and places to check, each with its official source.
Kentucky State Parks' FAQ describes reservations for lodge rooms, cottages and campsites. If the plan includes an overnight stay, check the current booking and cancellation conditions for that accommodation. Contact the actual park about separate gathering space and hired entertainment; an overnight reservation does not establish birthday eligibility or event permission.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
