Pinellas County reserves picnic shelters at several of its parks, but whether a particular shelter allows an outside entertainer is a separate question. Ask the park or venue to confirm their rules before you finalize your plans.
County parks are open daily from 7 a.m. to sunset. Plan your visit to finish before the park closes, and confirm the schedule for the specific park you choose.
No. A picnic shelter with open sides offers shade and rain cover but is not a lightning-safe place. When thunder is heard, move guests and the performer into an enclosed building.
Ask whether outside entertainers may perform on site, whether there is an indoor backup room, what the posted hours are, and whether restrooms and parking are close to your planned area. You can also ask how the space is set up for children's activities.
County parks provide parking, restrooms and drinking fountains, but other features vary by park. Check the specific park's details before you choose a location for your party.
Saint Petersburg sits in Pinellas County, so park and shelter rules you find online usually come from county government rather than the city itself. Before you pick a character and a setting, it helps to know which kind of space you have in mind and who manages it. The points below cover the county facts most relevant to a birthday visit outdoors.
If you are considering a county park, the county is the managing authority, not the city. Pinellas County reserves picnic shelters at several of its parks, and some of those parks also have camping. Find out whether your chosen site is a county park, a city park or a private location, because the booking and permission questions differ. Ask the venue directly whether outside entertainers may perform there and what they expect from a visit.

County parks are open daily from 7 a.m. to sunset, so schedule your visit with that window in mind. Parking, restrooms and drinking fountains are available at all county parks, which makes it easier to plan around a child's party schedule. Many parks also have designated picnic areas, and several of them are listed by name on the county website, so you can check whether the one you have in mind is among them.

Florida afternoon storms can arrive quickly, and Pinellas County guidance says to go indoors when thunder is heard. An open picnic shelter is useful for shade and rain cover, but it is not a substitute for an enclosed building during lightning. Ask the venue whether it has an indoor room you could move to if weather turns, and agree on a plan with your character and your guests before the day arrives.
