A good Upper Arlington character visit can begin with children choosing how close they want to stand. Offer a wave, a brief greeting or a photo, then leave space for guests to rejoin the party at their own pace. If the gathering is outdoors, make the weather plan part of the organizer's preparation: select an indoor backup and decide who monitors conditions. These are statewide planning checks, not verified city venues or policies. Ask the theme provider to confirm program ideas, costs and availability before setting expectations.
Useful rules and places to check, each with its official source.
For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
