That is a comfortable start. Offer a wave from a little distance and let the child decide whether to join later.
Use a clear photo spot and invite small turns. Keep individual photos optional, with a parent close by.

Comfort, North Carolina party planning can start with a small, welcoming moment: let the birthday child see the character arrive, then choose a wave, conversation or photo. Keep guest participation flexible and avoid making the child the center of attention before they are ready. Statewide guidance offers useful facility questions, not confirmation of local venues or policies. Ask us about the requested character theme and confirm program details, cost and availability with our team.
Useful rules and places to check, each with its official source.
North Carolina State Parks notes that facilities can have limited hours. Check the exact shelter or room's permitted use period, layout and reservation conditions before setting the entertainer's arrival and departure times. Ask the park about hired entertainment separately; a facility reservation does not establish approval for all party activities.
Official source (opens in a new tab)For any outdoor gathering, arrange an accessible indoor backup before the party. National Weather Service guidance identifies buildings with wiring and plumbing as stronger protection; an open picnic shelter is not a lightning backup. This is national planning guidance, not a local venue rule.
